Sir – I would like to draw the attention of your readers to a new problem arising during the incidence of horsebox and horse trailer breakdown. My company currently undertakes, amongst other duties, the equestrian recovery of all horses and passengers stranded by vehicle breakdown for both the Organisation of Horsebox and Trailer Owners and the NFU Mutual.

From 5 January 2007, a new Regulation on the protection of animals during transport will apply across the European Union (EU), with some elements coming into force later in 2008 or 2009. It will replace European Directive 91/628. The Welfare of Animals (Transport) Order 1997 (WATO) and its equivalent in N.Ireland, which implemented the Directive, will accordingly be replaced with new Orders in England, Scotland, Wales and N.Ireland. These will put the arrangements for complying with the new EU Regulation in place. Consultation on this is currently taking place.

Passports must accompany horses when being moved for the purposes of competition according to the Horse Passports (England) Regulations 2004. (It does not mention training purposes).
